I have an opportunity to join an engineering design consultancy that specialises in civil and structural design works across Rail and Highways. Managing projects through inception to business case, to planning, right through to implementation and handover. Their services stretch across both the public and private sectors, and for large and small organisations.


They are looking for an Engineering Manager/CEM who has a strong background within rail structural design to join their South team, this can be based in their Guilford or London Blackfriars offices. You will be responsible for overseeing the training and development of the engineering team, contributing to business growth through bid support, and providing timely, responsive engineering solutions during the construction phase.

The key responsibilities for this Engineering Manager/CEM role are:

  • Lead and manage the engineering function on railway infrastructure projects, ensuring the delivery of technically robust solutions that comply with industry standards, safety regulations, and project specifications.
  • Provide oversight of all engineering activities on-site, ensuring that designs are implemented correctly, and that any issues are resolved swiftly to minimize delays.
  • Coordinate with contractors, subcontractors, and other stakeholders to ensure engineering quality and safety are maintained during construction.
  • Approve engineering methodologies, design changes, and risk assessments related to construction work, ensuring they meet regulatory and safety requirements.
  • Support the preparation of bids, proposals, and tender submissions for new rail projects, with a focus on the technical, engineering, and compliance aspects of the submissions.
  • Engage with potential clients to understand their needs and ensure that the consultancy's offering is aligned with their expectations.
  • Take responsibility for the professional development of the engineering team, ensuring continuous learning and adherence to industry best practices.
  • Oversee the identification, assessment, and management of engineering risks throughout the project lifecycle, ensuring compliance with industry regulations and safety standards.
  • Implement and maintain risk management frameworks that align with best practices, ensuring that risks are mitigated and managed effectively.
  • Ensure compliance with quality assurance processes and safety standards on-site and throughout the project.
  • Provide rapid, effective engineering responses to issues that arise during the construction phase, minimizing downtime and preventing delays.
  • Manage the day-to-day engineering operations, ensuring resources are allocated effectively across multiple projects and tasks.


Experience and knowledge required for this Engineering Manager/CEM role are:

  • Civil or Structural Engineering degree (or equivalent).
  • Chartered Engineer (CEng) status with a recognized institution.
  • At least 10-15 years of experience in rail engineering, with significant involvement in structural design, surveying, and project management.
  • Proven experience acting as a Contractor's Engineering Manager (CEM) overseeing engineering activities during construction.
  • Experience in preparing bids and proposals for rail infrastructure projects, including technical report writing, risk assessments, and design submissions.
  • Strong background in managing compliance with relevant rail engineering standards, safety regulations, and quality assurance processes.
  • Demonstrable experience in leading teams and developing engineering talent, with a focus on continuous professional development and mentoring.
  • Strong knowledge in risk management and compliance frameworks for rail infrastructure projects.
