Project Manager

I have a requriement for 2 x Project Managers to join a client of ours to help delivering waste and clean water projects throughout North Wales on behalf of my client, Dŵr Cymru Welsh Water (DCWW) for AMP8. The head office will be based in St Asaph but this is not opening till Feb time so the working split will be, 1 day travelling to sites north of Aberystwyth and the rest remote until the office opens up then it will be two days in the office.

REPORTING TO: Framework Manager

RELATIONSHIPS: Business unit leaders and managers, People team, external stakeholders, regulatory bodies and Finance team.

PURPOSE: The Project Manager will oversee the planning, execution, and delivery of projects under the Framework Agreements, ensuring that all objectives are met with a focus on safety, quality, and cost-efficiency. A key aspect of the role is fostering effective communication and collaboration with Client Representatives, internal teams, and external stakeholders. The ideal candidate will demonstrate strong leadership and communication skills, successfully managing a team via indirect line management to deliver projects on time, within budget, and to the highest standards.

The role requires expertise in the full lifecycle delivery of clean water and wastewater projects, including outline design, detailed design, construction, and commissioning. A technical bias toward Mechanical and/or Electrical engineering is highly desirable, alongside a commitment to innovation, sustainability, and continuous improvement.

KEY PERFORMANCE INDICATORS & MEASURES

The Project Manager will oversee and coordinate all aspects of project delivery and construction activities to ensure deliverables are achieved with a focus on safety, quality, schedule, and cost. Success will be measured by the following:

Programme Management Excellence

  • Develop, maintain, and monitor detailed project plans to ensure timely and efficient delivery while proactively identifying and mitigating risks.

Client Communication and Satisfaction

  • Maintain open, transparent, and effective communication with Client Representatives, ensuring expectations are clearly understood, aligned, and consistently met or exceeded.

Internal Stakeholder Collaboration

  • Foster seamless collaboration and clear communication with internal teams to ensure alignment of objectives and efficient resource allocation.

Project Delivery Performance

  • Consistently deliver projects on time, within budget, and to the agreed-upon quality standards, demonstrating accountability and adaptability in meeting challenges.

Team Leadership and Efficiency

  • Lead, motivate, and support the project team and subcontractors to optimise productivity, drive innovation, and maintain a high level of engagement and morale.

EXPERIENCE AND QUALIFITCATIONS

  • Demonstrated experience delivering clean and wastewater projects, including full lifecycle delivery (preferred).
  • Relevant industry qualifications such as HNC, Degree, NVQ Level 4 in Site Supervision, or ONC (preferred).
  • Possess a valid CSCS, ECS, SKILLcard, or equivalent certification.
  • Certification in SMSTS (Site Management Safety Training Scheme) and First Aid at Work (mandatory).

Technical Knowledge

  • In-depth technical expertise in electrical, mechanical, and water/wastewater operations, including construction delivery and commissioning.
  • Comprehensive knowledge of industry standards, regulations, and best practices for water and wastewater projects.
  • Familiarity with SHEQ (Safety, Health, Environment, and Quality) and CDM (Construction Design and Management) compliance processes.

Planning and Management

  • Proven ability to plan, manage, and adapt complex project schedules, ensuring alignment with budgets, timelines, and quality goals.
  • Industry experience in a similar role, with a deep understanding of general project management principles and sector-specific (mechanical and/or electrical) requirements.
  • Skilled in resource allocation, risk management, and performance monitoring.

IT and Software Proficiency

  • Proficient in IT systems and software packages relevant to project management, including Microsoft Office Suite, project scheduling tools (e.g., Primavera, MS Project), and company-specific tools.
  • Comfortable with emerging technologies and digital tools to improve project efficiency and reporting.

Communication and Interpersonal Skills

  • Exceptional communication skills, capable of building rapport and conveying complex information effectively to colleagues, clients, and stakeholders.
  • Strong ability to adapt communication style and methods to suit diverse audiences, fostering collaboration and understanding.
  • Proficient in both formal (e.g., reporting, presentations) and informal (e.g., team discussions) communication.
